2. select the brush tool & the master diameter 2 & hardness 0% (you can change the #s) & select the color of the eyeliner (im using black) [screenshot]

3. open a new layer & go over where the eyeliner is supposed to be at on both eyes [screenshot]

4. on that layer, change it to 'soft light' [screenshot]

5. zoom out to 100% & your finished!
